Chinese Customs’ Announcement about Mongolia Sheep. Pox and Goat Pox

Recently, Mongolia reported to the World Organization for Animal Health (OIE) that from April 11 to 12, sheep pox and 1 farm in Kent Province (Hentiy), Eastern Province (Dornod), and Sühbaatar Province (Sühbaatar) occurred. The goat pox outbreak involved 2,747 sheep, of which 95 became ill and 13 died. In order to protect the safety of animal husbandry in China and prevent the introduction of the epidemic, in accordance with the “Customs Law of the People’s Republic of China”, “The Law of the People’s Republic of China on Entry and Exit Animal and Plant Quarantine” and its implementation regulations and other relevant laws and regulations, the General Administration of Customs and the Ministry of Agriculture and Rural Affairs issued “Announcement on preventing Mongolian sheep pox and goat pox from being introduced into my country” (2022 No. 38).

Announcement Details:

1. It is prohibited to import sheep, goats and their related products directly or indirectly from Mongolia (derived from unprocessed sheep or goats or products that are processed but may still spread diseases), and stop issuing sheep, goats and their related products imported from Mongolia. The “Entry Animal and Plant Quarantine License” of the product shall be cancelled, and the “Entry Animal and Plant Quarantine License” that has been issued within the validity period shall be revoked.

2. Sheep, goats and related products from Mongolia shipped from the date of this announcement shall be returned or destroyed. Sheep, goats and related products shipped from Mongolia before the date of this announcement shall be subject to enhanced quarantine, and shall be released only after passing the quarantine.

3. It is prohibited to send or bring sheep, goats and related products from Mongolia into the country. Once found, it will be returned or destroyed.

4. Animal and plant wastes, swill, etc., unloaded from inbound aircrafts, road vehicles, railway trains and other means of transport from Mongolia shall be treated with detoxification under the supervision of the customs, and shall not be discarded without authorization.

5. Sheep, goats and their related products from Mongolia intercepted illegally by border defense and other departments shall be destroyed under the supervision of the customs.
