Optimize the control instructions of advanced certification enterprises
 
Improve the accuracy of risk control, dynamically adjust the sampling ratio of related commodities according to the credit rating of enterprises, and scientifically set the sampling ratio of related commodities at ports and destinations.
 
Make a negative list of commodity classification level, and the goods listed in the negative list  will be  subject to  random inspection regardless of whether they are highly  regarded  as enterprises.
 
For the commodities not included in the negative list, random inspection shall be conducted according to the random inspection rate in the  Measures  of  the  People’s  Republic  of  China  on Administration of  Enterprise Credit of the Customs, so as to ensure that the average inspection rate of import  and export goods of high-recognition enterprises is less than 20 °/o  of the average inspection rate of general credit enterprises .
 
Simplify the review procedure of customs declaration error records
For the modification of import and export date due to “declare in advance” and “two-step declaration”, the change of the means of transport of goods due to reasons such as shipment and stowage , or other violations that are not caused by the subjective intention of the enterprise and which the enterprise voluntarily reports to the customs and can correct in time, the declaration error shall not be recorded.
 
Error reporting acts that  meet  the  above  condit ions  can be reviewed online through the “online platform for enterprises” within 15 working days from the date of reporting error records, without the need to submit  paper materials on site. The customs sha ll conduct a review within 3 working days from the date of receiving the application, inform the results of the review, and correct the errors in the records.
