Cosmetics Definition

Cosmetics refer to daily chemical industrial products which are applied to the skin, hair, nails, lips and other human surfaces by rubbing, spraying or other similar methods for the purpose of cleaning, protecting, beautifying and modifying.

Supervision Mode

Special cosmetics refer to cosmetics used for dyeing hair, perming, freckle and whitening, sun protection and hair loss prevention, and cosmetics claiming new functions. Cosmetics other than special cosmetics are ordinary cosmetics. The state implements registration management for special cosmetics and record management for ordinary cosmetics.

Regulatory Measures

The pharmaceutical supervisory and administrative department of the people’s government at or above the provincial level shall organize sampling inspect ion of cosmetics, and the department in charge of pharmaceutical supervisory and administrative departments may conduct special sampling inspection and publish the inspection results in time.

Regulatory Requirements

l Customs inspects imported cosmetics in accordance with the provisions of the Import and Export Commodity Inspection Law of the People’s Republic of China; Those who fail to pass the inspection shall not be imported.

l The General Administration of Customs may suspend the import of imported cosmetics that cause harm to human body or have evidence to prove that they may endanger human health.
