On February 4, 2021, the Chinese government and the Serbian government formally signed “The Government of the People’s Republic of China and the Government of the Republic of Serbia on the Enterprise Credit Management System of the General Administration of Customs of the People’s Republic of China and the “Certified Operator” System of the Customs Administration of the Ministry of Finance of the Republic of Serbia Mutual Recognition Agreement (hereinafter referred to as the “Mutual Recognition Agreement”), decided to come into effect on October 1, 2023. The relevant matters are hereby announced as follows:
1. According to the “Mutual Recognition Agreement”, China and Serbia mutually recognize the “Authorized Economic Operator” (AEO) of each other’s customs, and provide customs clearance convenience for goods imported from each other’s AEO enterprises. Among them, the Serbian Customs recognizes the Chinese Customs Advanced Certification Enterprise as a mutually recognized AEO enterprise, and the Chinese Customs recognizes the “certified operator” of the Serbian Customs as a mutually recognized AEO enterprise.
2. The customs of China and Cyprus will give each other the following customs clearance facilitation measures for the AEO enterprises of the other party during the customs clearance of import and export goods: apply a lower document review rate; apply a lower inspection rate; give priority to inspection of goods that require physical inspection; Designate a customs liaison officer to be responsible for communicating and solving the problems encountered by AEO enterprises in customs clearance; priority will be given to customs clearance after the interruption and recovery of international trade.
3. When Chinese AEO companies export goods to Serbia, they need to inform the Serbian importer of the AEO code (AEOCN+ the 10-digit enterprise code registered and filed in China Customs, such as AEOCN0123456789), and they will fill in the declaration in accordance with the Serbian Customs regulations, and the Serbian Customs will confirm China Customs AEO enterprise status and provide relevant facilitation measures.
4. When Chinese enterprises import goods from Serbian AEO companies, they need to enter the “Overseas Consignor Code” column in the “Overseas Consignor” column of the import declaration form and the “Consignor AEO” in the water and air freight manifest. Enter the Serbian AEO enterprise code in the “Enterprise Code” column. The filling method is: “country code (RS) + AEOF/AEOS + 24-digit enterprise code”, for example, RSAEOF123456789012345678901234 or RSAEOS123456789012345678901234. Chinese Customs confirms the status of AEO enterprises in Serbia and provides relevant facilitation measures.
