According to CBP CSMS #69711865, effective September 14, 2026, ACE returns a fatal “F794 ADDTNL DEC TYPE RQRD FOR ARTICLE” error when the required 54-record Type 12 (Copper Smelt and Cast Country Detail) is missing on four HTSUS subheadings: 8544.42.10, 8544.42.20, 8544.42.90, and 8544.49.10.

The four required fields: primary country of smelt, country of cast, optional secondary country of smelt. Unknown? Use “OTH”. This applies to all non-U.S. origins — U.S.-origin copper is exempt.

China supplies a large share of the world’s copper wire and cable. If you’re a U.S. importer sourcing from Chinese mills — or a Chinese mill selling into the U.S. — your shipping documents and supplier questionnaires need to capture smelt and cast origin before the cargo leaves the yard. The data capture window is short, and the cost of a rejected entry compounds across demurrage, broker fees, and missed delivery slots.
