China Customs General Administration Announcement No.111 of 2026 consolidates two long-standing frameworks — the 进出境动植物检疫处理监督管理工作规定 and the 进出境卫生检疫处理监督管理工作规定 — into a single new rule.

It replaces 2017 No.115, 2018 No.30, and 2022 No.77 — all in one stroke.

Three things tighten on Sept 1:

1. Treatment MUST be performed by officially certified providers (官方资质机构) — no off-book operators on the dock.

1. Complete treatment records must be retained throughout the chain of custody — one missing page can trigger re-treatment at your cost.

1. Documentation now flows through 中国国际贸易单一窗口 unified declaration.
