China’s customs just raised the compliance bar for importers.

At the July 22 State Council briefing, Customs Commissioner Sun Meijun unveiled the “15th Five-Year Plan” customs roadmap. Three shifts for overseas importers:

① 90% of ports → AI inspection by 2030. “AI + big data + smart devices” will drive automated risk targeting. HS misclassifications get flagged faster — less human discretion in between.

② “Embedded supervision.” Customs requirements built into your supply chain — production, warehousing, logistics — not just at the border.

③ 95% compliance target. Enforcement tightens for the 5% who slip. The “大风控” system adds full-chain penetration — your entire supply chain under watch.

H1 2026 imports surged 22.1%. More volume + AI = tighter scrutiny per shipment. Close those HS gaps before algorithms do.
