Country of origin Announcement No.48 of 2019 of the General Administration of Customs (Announcement on No Longer Issuing Generalized System of Preferences Certificate of Origin Letters to Goods Exported to Japan) Japan Ministry of Finance has decided not to grant GSP tariff preference to Chinese goods exported to Japan from April 1, 2019. From April 1, 2019, the customs will no longer issue Generalized System of Preferences Certificate of Origin letters and relevant Japanese import and processing certificates to goods exported to Japan. If an enterprise needs to prove its origin, it may apply for issuing a non-preferential certificate of origin.
Administrative approval category Shanghai Customs Announcement No.3 of 2019 (Announcement of Shanghai Customs on Adjusting Codes of Enterprises Producing Packaging of Dangerous Goods for Export) Since April 9, 2019, Shanghai subordinate Customs will begin to replace the codes of export dangerous goods packaging manufacturers within their jurisdiction. The new manufacturer code will consist of capital English letter C (for “customs”) and six Arabic numerals, with the first two Arabic numerals being 22, representing that the region where the enterprise is located belongs to Shanghai customs, and the last four Arabic numerals 0001-9999 representing the manufacturer. For example, in C220003, “22″ stands for Shanghai customs, and “0003″ stands for enterprises in the customs area with serial number 0003 listed by Shanghai customs. The transition period will end on June 30, 2019, and from July 1, 2019, enterprises will apply for packaging performance inspection with new codes.
