End users who have fully used the import tariff quota in 2021, and new users who meet the application conditions listed in the relevant distribution rules but have not obtained the import tariff quota in 2021 at the beginning of the year, can apply to the local competent department for redistribution of import tariff quota of agricultural products from September 1 to 15. The National Development and Reform Commission and the Ministry of Commerce redistribute the quotas returned by users on a first-come-first-served basis.
