China requires CCIC pre-shipment inspection for most used mechanical and electrical goods listed under the import-restriction catalogue. The inspector checks safety, energy efficiency, and functional condition at the origin facility, and the report must be in place before the cargo sails.

Most used machines also need an Automatic Import License or a standard Import License from MOFCOM. The key detail: the license application should be submitted before shipment. Retroactive approvals are rare, and a mismatch between the license item and the actual machine specs will block clearance.
