A Fujian importer declared 4 CNC lathes (total declared value USD 230,930) under 8458.91.20.90 — 5% tariff. Customs reclassified them to 8458.11.00.90 — 9%. Same heading (8458: lathes for removing metal). Both numerically controlled. Different subheading. 4% gap. Fine: ¥49,700.
The trap: within one 4-digit HS heading, the 8-digit national subheading sets your duty rate. Importers sometimes default to the lower-tariff option — but customs assesses based on technical specs: spindle configuration, axis count, control system type. Get the specs wrong, and you’re looking at back duties, penalties, and clearance delays.
For overseas buyers shipping CNC machinery into China: pre-classification before filing isn’t optional. A wrong subheading within the same heading can quietly eat 4% of your landed cost — and trigger a license management flag on top.
