The rules shall be implemented as of January 1, 2021, It is applicable to the pre-shipment   inspection of used mechanical and electrical products and the supervision and management of the pre-shipment inspection agency. Cooperate with the implementation of the Measures for the Supervision and Administration of the Inspection of Imported Used Mechanical and Electrical Products.

Pre-shipment inspection contents

•  Whether the item, quantity, specification (model), new and old, damage, etc. are in conformity with the trade documents such as contracts and invoices;

•  Whether the goods prohibited from import are included or entrained;

•  It specifies the certification documents and evaluation requirements for the assessment of safety, health, environmental protection, fraud prevention, energy consumption and other items. 

On-site supervision and management of customs

The consignee or its agent shall apply to the customs directly under the destination within the territory of the goods, or entrust a pre-shipment inspection agency to carry out the pre-shipment inspection;

In the inspection of used mechanical and electrical products imported, the customs shall check the consistency between the results of pre-shipment inspection and the actual goods, and supervise the work quality of the pre-shipment inspection agency.

Satisfactory pre-shipment inspection certificate and accompanying inspection report

In general, the inspection certificate is valid for half a year/one year;

The inspection basis is accurate, the inspection situation is clear, and the inspection result is true;

There is a uniform and traceable number;

The inspection report shall contain such elements as the inspection basis, inspection objects, on-site inspection, signatures of the pre-shipment inspection agency and the authorized signatory, etc.;

The inspection certificate and accompanying inspection report shall be in Chinese.
